Why is this important?
Being prepared in an emergency is important for the health and safety of everyone. Natural disasters can happen at any time and without warning. Our Preparedness and Response program focuses on planning the response to disease threats, such as influenza pandemics, bioterrorism and health hazards associated with natural disasters (e.g. earthquakes, wildfires, drought).
In an emergency, all DPH staff is expected to help as a Disaster Service Worker. Staff should understand what needs to be done and be ready and prepared to help the community in any way possible in the event of a public health emergency. As of July 2017, our department had no routine emergency preparedness training and the understanding of roles and responsibilities of a Disaster Service Worker was limited across the department.
In addition to training, having an updated plan in case of an emergency is important. DPH developed the Department Emergency Operations Plan (DEOP) which provides planning and guidance so that DPH programs are able to maintain their essential functions during an emergency. The DEOP is consistent with the requirements of the Standardized Emergency Management System (SEMS) and the National Incident Management System (NIMS). In addition, the DPH DEOP is an annex to the San Bernardino County Emergency Operations Plan.
What are we working on?
We're currently working on several planning efforts to keep us organized and ready to help the community in the event of an emergency. Two of those efforts include our department wide Disaster Service Worker training and our Department Emergency Operations Plan (DEOP). Effective planning will help us meet the public health needs of the community better during an emergency.
Our Preparedness and Response program has developed an online Disaster Service Worker training. Staff at all levels are required to complete this interactive 30-minute training every three years. An optional and more thorough instructor-led Disaster Service Worker training is also available for staff interested in more in-depth training. Our objective is to have at least 80% of current staff trained in this topic.
Currently, the DPH DEOP contains 14 response-specific guides and annexes. The DEOP is updated annually based on lessons learned from drills, exercises and real world events. The DEOP and its response annexes are reviewed by a planning committee comprised of members from various programs throughout the department. The committee meets regularly to revise, approve and implement the DEOP. Our objective is to revise at least 66% of the DEOP's annexes.
How are we doing?
Below are the metrics that are are being tracked in order to ensure our staff is equipped during disasters. Plans are continuously being reviewed and updated as needed. More than 90% of our staff has completed the Disaster Service Worker Training, surpassing our target. Each staff person will have to complete the training every three years. We are well on our way in our efforts to being prepared.
What can you do?
You should prepare yourself and your family for a natural disaster. Make sure that you have enough supplies in case of earthquakes, fires, floods, droughts and extreme weather conditions.
Staff are encouraged to learn about their roles and responsibilities as Disaster Service Workers during a public health emergency through training and participation in emergency exercises and drills. Staff should continue to strengthen their personal preparedness efforts and learn about the department's emergency response plans.
